I AM informed by my Russian colleague that he has to day handed a written statement to the Wai-wu Pu regarding the 1881 treaty and its repeated infringements by the Chinese. I understand you have been informed of the terms of this declaration.

In the event of an unsatisfactory reply being received from the Chinese Govern- ment, M, Korostovetz mentioned that a demonstration might possibly be made on the Mongolian frontier.
